A. No person owning, harboring, keeping or having in his possession or under his control a dog shall permit such dog to run at large. "At large" shall be intended to mean off the premises of the person owning, harboring, keeping or having in his possession or under his control while not accompanied by a person or under that person's immediate control either by leash, cord, chain or otherwise. B. Any person who, after notice by the tribal, BIA or city police officer, wilfully or negligently permits any dog owned, possessed or harbored by him to be or run at large, without a competent and responsible attendant or master, within the limits of the city, or who wilfully and negligently fails and refuses to keep such dog securely confined within the limits of his own premises when not under the immediate care and control of a competent and responsible attendant or master, shall be guilty of an infraction. Each calendar day of violation shall constitute a separate offense. (Ord. 377, 4-13-2006)
