2-1-13: POLICY OF ENFORCEMENT:
   A.   In addition to any penalties and methods of enforcement otherwise prescribed by law, ordinances or regulations respecting especially business and commercial activities within the City, it shall be cause for the Mayor and City Council to refuse to grant or renew licenses or permit applications or to revoke any and all existing licenses or permits upon the failure of any applicant to timely apply for and to pay any license or permit fee. In this connection, it is hereby provided that the failure to apply for any such license or permit and to pay the fee therefor, as required, shall be cause to refuse to grant or renew or shall likewise be cause to revoke existing licenses. This provision applies not only to the license or permit respecting which the infraction involves, but any and all other licenses or permits theretofore granted by the Council respecting any other licensed activities, and in the event of any such violation, and should the City Council revoke any such existing licenses or permits, the fee therefor previously paid shall be forfeited to the City.
   B.   Should any delinquent applicant in good faith promptly pay to the City the fee required for any activity which has been conducted in violation of this Section and the further ordinances, regulations and laws respecting same, it shall be cause for the Mayor and City Council to accept said payment and renew, grant, reinstate and reissue licenses or permits upon such payment and full compliance with this Section and other and further regulations and laws aforesaid.
   C.   Persistent and unreasonable infractions of this Section and other and further ordinances, regulations and laws referred to herein shall be reported to the appropriate enforcement agencies of the State and the County whenever deemed necessary by the Mayor and City Council.
   D.   This Section specifically applies to the conduct of activities involving licenses and permits and license and permit fees required by the City which are now due and owing the City and which shall become due and owing in the future.
   E.   This Section does not affect the right of the Mayor and City Council to at all times control by regulation, ordinance or otherwise, the form of application, method and time and payment and to fix fees for licensed or permitted activities within the City for which the Mayor and City Council may require an application or fee or both.
