All residential housing, buildings or structures intended for human occupancy hereafter constructed, located or placed within the city shall be equipped with electricity properly and safely installed and wired and shall further be equipped with sewer and sanitary facilities meeting at least the minimum requirements of the Idaho health and sanitation board.
