7-1-1: ADOPTION OF CODES BY REFERENCE:
   A.   Codes Adopted: The City Council of the City of Plummer, Idaho, hereby adopts and enacts by reference, the following codes:
      1.   International Building Code, 2015 edition, as prepared by the International Code Council, and as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      2.   Idaho Residential Code, 2012 edition, as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process, including appendices thereto.
      3.   International Existing Building Code, 2015 edition, as prepared by the International Code Council, and as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      4.   Idaho Energy Conservation Code, 2015 edition, as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      5.   International Mechanical Code, 2012 edition, as prepared by the International Code Council, and as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      6.   International Fuel and Gas Code, 2012 edition, as prepared by the International Code Council, and as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      7.   Idaho Fire Code, 2015 edition, as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      8.   National Electric Code, 2017 edition, as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      9.   Idaho (Uniform) Plumbing Code, 2009 edition, as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
      10.   ANSI/ASME, Safety Code for Elevators and Escalators, as adopted and amended by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process.
   B.   Copies On File: One copy of said codes, as adopted in subsection A of this section, or such additional number as may be required by Idaho State law, shall be and remain on file in the Office of the City Clerk for use and examination by the public.
   C.   Effective Date And Exemptions:
      1.   Effective Date: The adopted versions of the foregoing codes shall be effective January 1, 2019, with exception for appendix R of the Idaho Residential Code, which is effective March 28, 2018. The foregoing codes shall be deemed superseded by successive versions of such codes as they are adopted or approved by the State of Idaho or by the Idaho Building Code Board, made through the negotiated rulemaking process, effective January 1 of the year following adoption.
      2.   Exemptions: Agricultural buildings are exempt from the Building Codes adopted herein but shall remain subject to placement requirements established by zoning regulations. A building shall be deemed an agricultural building under this section if it is used solely for growing, raising or producing plants, animals or crops.
   D.   Exceptions: The codes set forth above notwithstanding, the following parameters shall be exceptions from, and shall supersede, the parameters set forth therein.
      1.   Minimum design criteria:
         Wind speed: 90 mph 3 second gust, 75 mph fastest mile
         Air freezing index: 1500
         Seismic design category: C
         Weathering: Severe
         Roof snow load: 50 pounds
         Minimum frost depth: 24 inches
         Assumed minimum soil bearing pressure: 1500 psf
         Decay: Slight
         Ice shield underlayment required: Yes
      2.   If the slope in the immediate vicinity of the construction site is greater than fifteen percent (15%), the building official or his designee may require a detailed site plan and/or a foundation plan prepared by a State of Idaho licensed design professional. These plans may be in addition to any stormwater management or erosion control plans required by other ordinances or code requirements and may require complete soils evaluation by an Idaho licensed civil or geological engineer having sufficient education and experience to prove competency in the field of geotechnical engineering.
