(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99 of this code of ordinances.

(C) Violations of §§ 71.15 through 71.18 are municipal infractions or civil offenses. Citations shall be issued and proceedings conducted in accordance with § 10.35. When judgment is entered against a defendant, there shall be imposed for the first violation a minimum civil penalty of $100. For a second violation, there shall be imposed a minimum civil penalty of $150. For a third or subsequent violation, there shall be imposed a minimum civil penalty of $200. Violations occurring within one year from the date of a defendant’s previous judgment shall be counted for second or subsequent violations for the purpose of §§ 71.15 through 71.18. Besides, or in lieu of, imposing the civil penalty provided above, the court may order or grant any or all of the other kinds of relief authorized in § 10.35 or otherwise permitted under state law. Each day, or part of a day, that any violation is maintained or allowed to exist shall constitute a separate offense.
