§ 53.10 FEE FOR COLLECTING ALL OTHER WASTE.
   The city shall have the authority to remove and dispose of all garbage, rubbish or other waste materials situated on private property or otherwise when the same is unsightly, unsanitary and/or unable to be collected by the city’s usual means of collection due to the size, location or nature of such waste. If the owner of the premises refuses to remove and dispose of such materials when requested by the city to do so, such waste may be removed by the usual means of collection or by other action. If such waste is removed other than by the usual means of collection, the owner/occupant of the said premises or the person responsible for such waste shall be obligated to pay the cost of the said removal and disposal. Such costs may be added to the utility bill for the premises from which the waste is removed or generated in the same manner as other utility charges. The city may otherwise pursue any and all available lawful means of collection of such costs, including, but not limited to, the commencement of a civil action to recover such costs.
