No person shall deposit, place or accumulate garbage, or allow the deposit, placement or accumulation of garbage, on or in streets, alleys, lots, premises, thoroughfares, roadways, parking lots, yards or any other kind of real property unless it is placed in a suitably secure container designed as a receptacle for garbage or otherwise in a reasonably secure container or location.
