§ 53.06 COST OF COLLECTION.
   The cost of collection of garbage by the city shall be assessed by the Council, which shall determine the rates. Such rates shall be assessed on each utility account for premises receiving water and/or sewer services or on occupied premises. Premises shall be deemed to be “occupied” when somebody resides thereon, a business is open for customers on the premises or there is activity on the premises that is likely to generate garbage. Such rates shall be imposed, as stated above, despite any practice of the owner or occupant to employ some other means for disposing of garbage. The rates shall be billed and collected in the same manner as other city utility charges.
