This subchapter authorizes a procedure for levying an assessment and lien upon real property to collect unpaid charges and penalties for city utility services. This assessment procedure is in addition to the authority of the city to bring suit in city court or any other court of competent jurisdiction to collect arrearages on accounts for utility services as any other debt owed to the city.
