Water services to premises shall be discontinued when the account has an outstanding balance for charges for water or sewer services that has existed for one month or more beyond the due date unless prior to the deadline set for payment all past due charges for such services are paid in full. As used in the foregoing sentence, CHARGES shall include the amount billed for water or sewer services along with any late payment fees regarding charges for such services. All discontinuances or shutoffs shall be done pursuant to orders made and issued by the City Council.
