The Mayor has the power to veto an ordinance or resolution or any part thereof. This veto power must be exercised, in writing, prior to the next regularly scheduled meeting of the Council, after passage of such ordinance or resolution. Such written veto must state all objections to the measure. At the next regularly scheduled Council meeting following passage, the Council must act either to override or confirm the veto. No such ordinance or resolution so vetoed by the Mayor shall go into effect unless the veto is overridden and the measure is passed by a two-thirds vote of the whole number of members of the Council. If the Mayor fails to veto any resolution or ordinance as aforesaid and refuses or neglects to sign the same, the measure takes effect without further action.
