No person shall be eligible for the office of Mayor unless such person is a citizen of the United States, is at least 21 years of age, has been a resident of the state for at least three years and a resident of the city or area which has been annexed by the city for a period of two years next preceding such person’s election and fulfills all other requirements prescribed by law.
