§ 30.04 POWERS AND DUTIES.
   The Council is the legislative body and has the power to make and pass all bylaws, ordinances, orders and resolutions not repugnant to the constitutions of the United States or the state or other provisions of the law of this state, necessary for the government and management of the affairs of the city, for the execution of the powers vested in the city and Council, and for carrying into effect the provisions of applicable law. The Council members shall attend all Council meetings unless excused therefrom. Council members shall perform all duties regarding the management and governance of the city that are imposed hereunder or otherwise by law.
