The Council shall elect, from its members, a president who, in absence of the Mayor, is the presiding officer and who shall perform the duties of Mayor. In the absence of the Mayor and President of the Council, the Council shall appoint one of its number to serve as presiding officer and Acting President of the Council. When presiding at Council meetings, the Council President or Acting Council President shall have all of the rights and privileges as other members of the Council. The acts of the said President or Acting President shall be binding upon the Council and city as if performed by the Mayor.
