The Board shall consist of five members appointed by the Mayor for three-year terms (with staggered terms), subject to confirmation by the Council. Members of the Board may be removed from office by the City Council for cause upon written charges and after public hearing. Vacancies on the Board shall be filled for the unexpired term of any member whose position becomes vacant. Members shall be compensated in an amount determined by the Council for their participation in hearings.
