§ 153.238 ELIMINATION OF NON-CONFORMING USES.
   (A)   Notwithstanding the other provisions of this subchapter, whenever a non-conforming structure is determined to be obsolete, dilapidated or substandard by the City Council, the right to operate, occupy or maintain such structure may be terminated by action of the Council and such structure shall be demolished. Such action by the City Council shall follow the procedures for amendments.
   (B)   Where the property owner refuses to demolish the building, the City Council is hereby empowered to demolish the building and assess the cost of demolition as a lien on the property with the right to recover such costs by way of suit or other lawful means.
