§ 151.049 ABSENCE OF NOTICE NO DEFENSE.
   Absence of notice to owners, tenants or occupants to remove snow, ice or other impediments from sidewalks fronting or abutting their premises shall not constitute a valid excuse or defense against the payment of any fine, damages or assessments by such owners, tenants or occupants; and nothing contained in any of the preceding sections shall be so construed as to release the owners, tenants or occupants of real estate from the duty of keeping the sidewalks in front of and abutting their respective premises in a clean and safe condition, but such duty is hereby expressly enjoined and imposed upon all such owners, tenants and occupants.
