(A) Snow, ice, slush or mud removed from sidewalks, driveways, parking lots or areas on private property shall not be dumped, deposited or placed onto or into sidewalks, streets, alleys or rights-of-way of the city, except when the snow or other such materials are removed from premises that have no immediately available lawn, yard or parking space where the same can be deposited.
(B) When snow or the other materials are removed from sidewalks or other portions of private property, it is the responsibility of the owner and, where applicable, the tenant or occupant to see that such snow or other materials are placed or deposited within the confines of the premises from which they are removed, except where there is no immediately available lawn, yard or private parking space on which to place the same.
(C) Any snow or other materials that are deposited into or onto streets or alleys shall be done so in such manner as to not create a hazard to vehicles, vehicle traffic or pedestrians.
