(A) The owner of premises within the city shall not demolish, tear down or destroy a building thereon, or cause or allow the same to be done, without applying for and obtaining from the city a demolition permit.
(B) The City Council shall set a fee for such permit.
(C) A BUILDING, as used herein, shall be defined according to § 153.002 and shall include, but not be limited to, a part of a building, where the other part has been previously destroyed or demolished.
