(A) State license required. No license shall be issued unless the applicant therefor is authorized and licensed by the State Department of Revenue to sell alcoholic beverages at retail at the location for which the city license is sought.
(B) Classifications. The classifications for fee purposes shall be as follows: beer only, wine only, beer and wine, all beverages and non-profit organizations. The terminology used for such classifications shall be defined in accordance with state statutes where applicable.
