At least once a year, the Clerk shall prepare and present to the City Council a resolution containing a list of all unpaid accounts resulting from the city’s elimination of nuisance conditions. Such resolution shall identify the real property on or adjacent to which the nuisance conditions existed, the names of all owners and the balance owing for the costs and administrative fee. Upon passage of such resolution, the costs and administrative fee stated therein shall constitute a special assessment and lien upon the affected property. A copy of the resolution, after passage, shall be certified in the same manner as other taxes and special assessments and forwarded to the county or state officials or personnel responsible for the said assessment and its levy and collection. The city shall have the right to enforce or foreclose such lien with the same remedies, such as a sale of the premises, available under state law for the enforcement or foreclosure of any other tax or assessment lien. Immediately upon passage of such resolution, a copy thereof shall be mailed to the owner of the real property that is subject to the assessment by the resolution.
