If the owner fails to comply with the request to remove or eliminate the nuisance conditions by the deadline given in the notice, or in the event such notice cannot be sent or delivered despite a reasonably diligent attempt to do so, the city, through its employees or contracted personnel, shall have the authority to enter the real property (and/or adjacent publicly dedicated real property or right-of-way) containing such nuisance conditions and cause the removal or elimination of the nuisance conditions. At its discretion, the city may have such removal or elimination done by its own employees or may contract for it to be performed by a person, business or party who is not otherwise employed by the city. Such elimination and/or removal shall also include the authority to dispose of nuisance items with no obligation to allow salvage value or credit to anyone claiming the same.
