§ 10.13 REPEAL.
   All ordinances and parts of ordinances in conflict with the provisions of this code of ordinances or relating to the subject matter of this code of ordinances and not re-enacted as a part of this code of ordinances, except as stated in this chapter, are hereby repealed.
