The construction, installation, repair and inspection of the equipment necessary to the operation of radios, both transmitting and receiving and television sets in this city, shall be governed and controlled under this chapter; and any person constructing, installing, erecting, owning, using, or repairing radio or television antenna and equipment shall observe and conform to the requirements and specifications set out in this chapter.
