§ 150.59 DUTIES AND POWERS OF BUILDING INSPECTOR.
   The following is a list of the duties and powers of the Building Inspector.
   (A)   It shall be the duty of the Building Inspector to enforce all laws relating to the construction, alteration, removal and demolition of all buildings and structures within the city, and also to perform and to have all other powers and duties as specifically provided by this subchapter and the National Building Code.
   (B)   The Building Inspector shall make an examination of any and all plans and specifications for structures to be built within the city, or alterations to be made in or upon any existing buildings, or structures which will materially change said structures, in order to determine if said plans, specifications or alterations are in conformance with this subchapter.
   (C)   The Building Inspector shall make an examination of all applications for building permits, and shall determine after said examination whether or not a permit should be granted to such applicant.
   (D)   The Building Inspector shall have the power to issue building permits after the completed application has been determined in accordance with this subchapter, and after all required fees have been received by said Inspector. The power to issue said permits includes the power to reject the same.
   (E)   The Building Inspector may order the removal of any existing buildings or structures which were unlawfully built or which in his or her opinion are a dangerous hazard to the health and safety of the public.
   (F)   The Building Inspector, in the discharge of his or her official duties, and upon proper identification, shall have authority to enter any building, structure or premises at any reasonable time for the purpose of inspecting the same, and it shall be unlawful for any person to resist such entry or inspection. It shall be the duty of the Inspector to inspect all chimneys, flues, stove pipes and all other things appertaining to and used in and about any buildings for fire purposes within the fire limits of this city, at least once in every three months and so much more often as necessity may require or whenever directed by the Mayor. The Inspector shall have the power to require the removal or repair of all materials, faulty devices or equipment and the like which he or she may deem a fire hazard.
   (G)   The Building Inspector shall report every month to the City Council about the activity and matters of his or her office, and shall report at such other times as the Mayor or Council may direct.
