§ 150.03 PERMIT TO PLACE BUILDING MATERIAL ON STREET.
   Only with the permission of the Building Inspector shall any person deposit and keep lumber, stone, brick or other materials for building in any public street, road or alley adjacent to a building to be erected or repaired for a space of time not exceeding six consecutive months. Any person desiring to do the same shall make written application to the Building Inspector and said Inspector shall have the power to grant permission, subject to such conditions as he or she may deem advisable. Before granting such permission the Building Inspector shall take into consideration the free flow of vehicular traffic and pedestrians, the proper drainage of water, and the safety of persons and property.
