§ 133.04 DISORDERLY CONDUCT.
   It shall be unlawful for any person, upon the public streets or in any public place, in the city to fight or offer to fight, quarrel, talk or sing, in a loud or unusual manner, nor shall any person roam the streets or public places rioting, swearing or uttering obscene language.
