(A) Any person desiring to purchase a cemetery lot or lots shall do so by paying the required fee to the Finance Officer for the lot or lots desired. The lots of the cemetery shall be sold according to the plans and specifications on file in the office of the Finance Officer. All lots shall be sold for cash. Upon full payment of the required fee for the lot or lots, the Finance Officer shall issue a certificate of purchase, which shall entitle the said purchaser to all rights and responsibilities herein provided.
(B) The selling price of all lots in Mizpah Cemetery shall be set at the direction of the City Council. No burial shall be permitted in any lot for which the purchase price has not been fully paid to the city.
