(A) The amount of the extent of damage or decay or deterioration which may be done to any building, when it doubt, may be determined by three disinterested persons, residents of the city, one of whom shall be appointed by the City Council, one by the owner of the building or his or her agent, and the two thus chosen shall select a third.
(B) If the owner or his or her agent refuse to make a selection, the Council shall select for him or her, and the decision of the persons thus chosen shall be final and conclusive and shall be reported to the City Council.
