Any person desiring to erect, alter or repair, or remove any building within the Fire Zone shall apply to the City Council for a permit to do so, and shall furnish plans and specifications sufficient for said City Council to determine whether such building, alteration or repair is in compliance with the terms of this subchapter, and if granted, such permit shall be signed by the Finance Officer under seal of the city and a record of the granting of such permit shall be kept in the records of the meeting of the City Council at which such permit was granted.
