The Mayor shall appoint, with the consent of the City Council, a librarian and adopt rules and regulations with the approval of the City Council for the purpose of the city library. The librarian will be responsible for the management of the library, the control of the books and other articles, and designate the hours that the library will be open and the rules and regulations for the renting or leasing of the books from the library.
