(A) Any owner of real estate, located within the city limits, upon which is to be built new residential or new commercial construction, shall have constructed within 12 months after the issuing of the building permit for such construction, sidewalks meeting the specifications contained within §§ 93.030 through 93.035.
(B) This section shall not apply to construction projects limited to the addition of a garage or storage shed, or projects consisting of remodeling an existing structure or adding an addition to an existing structure, so long as said addition measures fewer square feet than the original structure.
