All persons engaged in the business of collecting or hauling household garbage, household rubbish, or nonresidential waste in the city shall do so in a manner in which said household garbage, household rubbish, and nonresidential waste is secured in such a manner as to prevent the materials from blowing, spilling or falling from the vehicle. Any driver or person in direct control of any vehicle from which any household garbage, household rubbish, or nonresidential waste has fallen, blown, leaked, shifted, or otherwise escaped shall immediately cause said household garbage, household rubbish, or nonresidential waste to be cleaned up at their own expense.
