Nothing contained in this subchapter prohibits or otherwise limits the ability of the actual producer of household garbage, household rubbish, or nonresidential waste to personally collect, convey, and dispose of such household garbage, household rubbish, or nonresidential waste in such sanitary landfill or landfills as the producer chooses, it being the intent of this subchapter to regulate only the business of collecting and hauling household garbage, household rubbish, and nonresidential waste.
