Persons engaged in the business of collecting or hauling household garbage in the city must maintain a hauling vehicle equipped with a box entirely and permanently enclosed so as to prevent any of the rubbish so hauled from falling, blowing, or otherwise escaping from the vehicle in which it is transported.
