Persons engaged in the business of collecting or hauling household garbage in the city must maintain a hauling vehicle equipped with a covered box. The use of watertight steel barrels equipped with tight metal covers may be substituted for the box herein required. Such barrels and the use thereof will be subject to all the other requirements for a box herein required.
