§ 91.31 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   HOUSEHOLD GARBAGE. Waste materials from preparation, cooking and consumption of products used in private homes and residential settings.
   HOUSEHOLD RUBBISH. Waste materials from normal household or living conditions, other than HOUSEHOLD GARBAGE, and includes garden, lawn, tree trimmings and leaves, however does not include factory wastes or refuse from industrial plants. In general, the kinds of materials classed as HOUSEHOLD RUBBISH are materials such as, rags, worn out clothing or furniture, old carpeting, mattresses, and the like, as would be typically accumulated within a private home or residential setting.
   LANDFILL ASSOCIATION. The Tri-County Landfill Association, Inc., and the ongoing relationship between the city and the Tri-County Landfill or any other sanitary landfill as from time to time designated fay the City Council.
   NONRESIDENTIAL WASTE. All waste materials not classified as either HOUSEHOLD GARBAGE or HOUSEHOLD RUBBISH and includes waste from agricultural, commercial, retail, industrial, institutional, and governmental operations and activities.
