(A) The Mayor shall appoint a caretaker, whose duty it shall be to supervise the disposal and depositing of waste materials at the dumping grounds. The caretaker as Supervisor shall make rules for depositing any waste materials as he or she may deem necessary, with the approval of the City Council.

(B) At the first meeting of the City Council in the month of May of each year, there shall be appointed by the Mayor with Council consent a Landfill Supervisor who shall hold office until his or her successor has been duly appointed and qualified. The Landfill Supervisor is hereby vested with the authority of directing the disposal of garbage, refuse, trash and waste material hauled on or to said sanitary landfill, and shall generally be in charge of the sanitary landfill.
