(A) The City Council shall select and establish as dumping grounds suitable parcels of land for disposal of refuse, waste materials and garbage.

(B) The City Council shall provide a place or places, known as sanitary landfill, for the deposit of all garbage, trash, refuse and waste material collected in this city, and all garbage, trash, refuse and waste material collected in this city shall be taken to and deposited in such place, in accordance with the provisions of this chapter and with the rules and regulations hereafter approved by the City Council.
