§ 31.04 PRESIDENT AND VICE PRESIDENT.
   At the first meeting of the Council in May of each year, and after the qualification of the newly elected Council members, the Council shall elect from among its own members, a President and Vice President of the Council, whose duties are prescribed by the laws of the state.
