Special meetings of the City Council may be called at any time unless members of the Council are absent from the city and a quorum cannot be obtained by the Mayor, President of the Council or any three Aldermen to consider only such matters as shall be mentioned in the notice for such meeting. Notices stating the time and place of holding such meeting and the matters to be considered shall be issued by the City Finance Officer.
