§ 90.21 LICENSE REQUIRED.
   (A)   All persons who are owners of, or have in their possession any dog or dogs within the city that are not vicious or dangerous, are required to license such dog or dogs as provided in this code, and such dog or dogs may accompany its owner or any other person over 12 years or age within the limits of said city upon the conditions set out in this code.
   (B)   (1)   Any persons desiring to keep, maintain or have in his or her custody or control by himself, herself or agent within the said city any dog shall before January 2 of each year apply to the Finance Officer for a license to keep such dog. Such application shall be in writing, stating the name, sex, color and other distinguishing characteristics of said dog; and the name of the owner thereof, and shall state that said dog does not have vicious propensities or is dangerous, so far as known to the applicant.
      (2)   Such application shall be on a printed blank to be prepared by the Finance Officer and shall be filed with him or her.
