For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
DOG. Wherever used in this subchapter shall include both male and female.
LEASH. A cord, rope, chain or other controlling device by which a dog is controlled by the person accompanying it.
OFFICER. Includes any official with the power and authority of an officer of the peace, or a person designated by the City Council.
OWNER. Includes any person, firm or corporation owning, harboring or keeping a dog, and the occupant of any premises on which a dog is kept is presumed to be harboring or keeping a dog within the meaning of this chapter.
RUNNING AT LARGE. Any dog to be off the premises of the owner and not under the control of the owner or member of his or her immediate family over 12 years of age, either by leash or other means of control.
