§ 73.01 GENERAL PROVISIONS.
   It shall be unlawful for any person to drive a vehicle on a highway, street, or alley located in this city at a speed greater than is reasonable and prudent under the conditions then existing or at speeds in excess of those fixed by this chapter or established by the City Council as hereinafter set forth.
