§ 71.10 TURNING AT INTERSECTIONS.
   (A)   The driver of a vehicle intending to turn to the right at an intersection shall approach such intersection in the lane for traffic nearest to the right-hand side of the highway, and in the turning shall keep as closely as practicable to the right-hand curb or edge of the highway, and when intending to turn to the left shall approach such intersection in the lane for traffic to the right of and nearest to the centerline of the highway or street and in turning shall pass beyond the center of the intersection, passing as closely as practicable to the right thereof before turning such vehicle to the left.
   (B)   For the purpose of this section, the CENTER OF THE INTERSECTION shall mean the meeting point of the medial lines of the highways or streets intersecting one another.
   (C)   The City Council may authorize the foregoing methods of turning at intersections by clearly indicating by buttons, markers or other direction signs installed within an intersection the course to be followed by vehicles turning thereat, and it shall be unlawful for any driver to fail to turn in a manner as to directed.
