§ 71.01 PERSONS UNDER THE INFLUENCE OF INTOXICATING LIQUOR OR NARCOTIC DRUGS.
   It shall be unlawful for any person who is a habitual user of narcotic drugs, or any person who is in an intoxicating condition, or under the influence of intoxicating liquor or narcotic drug, to drive or operate or attempt to drive or operate any motor vehicle or other vehicle upon any of the public highways, streets, alleys or public grounds of this city.
