It shall be unlawful for any person, firm or corporation to clean out or remove substance from any dry-well, cesspool, septic tank or other underground place used for the purpose of collecting refuse, offal, excreta or other waste substance without applying for and obtaining a written permit from the Clerk-Treasurer as provided in § 150.120.
