After a Master Plan has been approved for a particular site by the Plan Commission pursuant to this Article, all development within that site shall be subject only to Director's review of improvement location permit applications for individual improvements for:
(1) Compliance with the approved permitted uses of the Master Plan;
(2) Compliance with the development standards of underlying zoning District;
(3) Substantial compliance with an approved Master Plan; and
(4) Compliance with any waivers which may have been granted by the Plan Commission pursuant to § 6.2G below.
