It shall be the policy of the town that the storage and controlled release of storm water runoff shall be required for any new development, redevelopment and new construction located within the town not exempt under this chapter. No building permit shall be issued for the construction or the extension of any proposed or existing building in the town until the required drainage plans have been approved in writing by the Town Engineer, except for the exceptions listed in § 54.06.
