Bridges of primary benefit to the subdivider, as determined by the Plan Commission, shall be constructed at the full expense of the subdivider without reimbursement from the town. The sharing of expense for the construction of bridges not of primary benefit to the subdivider, as determined by the Plan Commission, will be fixed by special agreement between the town and the subdivider.
